Contact with Nephew in Foster care

Hello
Would anybody be able to advise we are currently being assessed by social services to have special guardianship for our Nephew if he is unable to live with either of his birth parents and they are indicating this will be a positive outcome. We are due to have face to face contact with him on the 23rd Dec and the 2nd January which is supervised by the Foster carer but now we have both gone into Tier 4 we're not sure if this is still possible which we are all very upset about, as he was due to see his Father in Dec but was unable to take place due to him having to fly into the UK the covid restrictions made this impossible, and to take are visit away as well is just heartbreaking especially as we only live 45 minutes from where he is. We knew about the new legislation about the kinship carers and wondered if this would help our situation at all? If anybody has any advice or where to go to try and find out would be much appreciated.
