Fostering service

A fostering service is either:

Both recruit and train foster carers. Children’s services departments will have children in their care who they have parental responsibility for. Independent fostering agencies do not have children in their care. Their role is to find suitable foster carers for looked after children on behalf of children’s services.

Independent fostering agencies do not recruit kinship carers. This is done only by children’s services.
