From a completely different angle, you may find the contact centre is run by a charity. A large number are. If you can afford it, I suggest you ring and ask if it would help if you took in batteries for their toys, or indeed anything else you could do to make things better for all their users. As Irene says, they will be operating under strict guidelines from the local authority and its the social worker you should challenge about that.
If you feel you are being 'glared at' I would simply ask the individual at the time if you have done anything wrong. They are bound to say 'no', and may even ask why you ask. If you then say politely that their facial expression indicated that you might be doing something that you shouldn't, and if there are 'rules' you would be only too pleased to follow them, but would they please tell you what they are. Indeed if you are ringing up about batteries and can get the manager, say there were a couple of occasions when you felt from the reaction of the supervisor that the family may have not done what was expected, but that you don't know what. Would it be possible to explain what they are expecting as you want to work with them to make this time as positive as possible.
If it is LA run, then by all means put in a complaint about the state of the place.
