Speaking to manager above social worker...
Can it cause issues if you try calling your social worker and they don't answer so you call to speak to the manager instead? I have done this and worrying it could look bad on me as I've gone above her ....

I have had a lot of problems with CS myself and know that they are often over sensitive if they feel you are not communicating as they would like you to . As an alternative have you tried talking to the duty sw and asking their advice or saying that you need to speak to your sw , but understand that they are busy and give them a few days and then ask if perhaps you could speak to a more senior person if they don't get back to you by that specified time.
It just looks less confrontational , but at this stage it might be the best option, especially if you have to make a complaint later on. I have made a successful complaint and received compensation, I am now on my second unfortunately as they have done the same thing again despite the decision of the Appeals Panel and the previous manager. The whole complaints process is quite stressful and it was only slightly less so for me as I had worked in CS before in a different city.
