Section 47 confusion

Long post so sorry in advance. Last week in the midst of a typical 3 year old temper tantrum my partner picked our son up off his bed (cabin bed) with the intention of setting him on the floor where he’d be safer (throws himself around a lot!) in the process of bringing him down he caught his chest on the ladder causing a small 0.6cm abrasion. Son goes to nursery, whilst changing his top they asked him about the mark and he said “daddy pulled me off the bed”. They’ve reported us to SS although not told us this, and I picked son up at 3pm none the wiser until a doorstep visit from SS at 5pm advising a S47 enquiries had been initiated. I’ve had to get someone to stay in the house with me and dad and we had to take our son for a medical exam. The medical exam took 2 hours and at the end the doctor stated that she was satisfied it was accidental. Social worker said this could be closed they just needed to go back to their office: I’m elated at this point the relief is insane. Until an hour later when I’m advised that a second doctor reveiweee the report and agrees in was non intentional but also non accidental; we’ve been referred to the police for joint agency working but I haven’t a clue what that means: I am at my wits end I can’t lose my babies I would never harm them and I desperately need some help
