not working along with PLO outline

My ex husband has not worked along with the PLO outline with what is the main concern and why my child is under child protection being in his care. I bought this up at the last PLO meeting for the chair to simply say it is to be delt with in private law because 'he' refuses to discuss it.
It comes across to me that they(childrens services) are just brushing the matter aside and going by what 'he' wants. Or am I wrong in my presumptions and they are building up evidence against him
I thought PLO were legal meetings and what they said was law basically!

Dear DVsurvivor,
Are children services still on the path to care proceedings-ie following the pre proceedings protocol-PLO or not?
Why are they talking about private law proceedings? The pre-proceedings meeting is a last opportunity for you to discuss with Children’s Services what they still want you and dad to do, to avoid your child being removed into care.

As children services are following the public law outline (which is the pre proceedings protocol that they follow before issuing care proceedings), you are entitled to have legal aid solicitor representing you at the meeting. What did your solicitor say?

I think it is very important that you clarify the position with them.

First of all was told that the plan was to return my little one to me. Had the first PLO. Then 9 weeks late had second PLO. The childrens services want him to allow more contact with me and my Childs siblings. He will not allow it so I have to go through private law. Which means seeing a mediator again and then going to court because he will not agree to anything or move forward.
The social worker has been working with my little one and she saying she only wants to see me at contact centre (which is the only contact my ex allows) which is only 2 hours every 2 weeks. Bear in mind my ex is a total and complete control freak who has totaly brain washed my little one. Considering a year ago she was crying to me to come home to me, and just a couple months ago was saying she want to stay at mind weekends and see me more. So would the social worker go by what my little one is saying? And what I don't understand is why the social are leaving my child with someone like him who has an exstensive criminal record and a history of domestic violence with all his previous relationships.
